  Membership in the Association shall be granted to the applicant and their dependents upon fulfillment of the conditions hereafter specified for the category of membership. Final determination of the eligibility of applicants for all categories of membership shall be vested  in the Board of Directors, and must be in compliance with 6 FAM 540. Basic requirements of each category of membership shall be outlined as below.

Direct Hire Members
– are U.S. government employees and their dependents that are permanently or temporarily assigned to the U.S. Mission to Bangladesh. Full voting membership is extended to their spouses and immediate family members. Direct Hire membership accords voting rights to all person with this type of membership over the age of 18. Direct hire members may remain members of the association for the duration of their official tours of duty in Bangladesh.

Associate Members
– are members who are on the U. S. Diplomatic List (but are not U.S. Government employees) and staff members of other organizations in Bangladesh, which are implementing U. S. federally–funded programs under the jurisdiction of the Chief of Mission. Associate members may remain Associate Members for the duration of their official tours of duty in Bangladesh but must have their contractual status verified by the Mission upon first entry into the Association and annually in January of each succeeded year. If his/her status is not verified, an Associate Member will be allowed to finish a three-year term of membership as an Associate Member as of the date of original entry into the Association. Thereafter, such Associate Members may apply to the Board of Directors for membership as Affiliate Members. Upon approval of the application form and sponsor letter, they will be welcomed into the Association as an Affiliate Member for a term of three years. Thereafter, they must exit the Association and may re-enter via the wait-list as an Affiliate Member.
 

Affiliate Members
– are U. S. citizens who are in Bangladesh for reasons other than those described above. Applicants for Affiliate membership will be asked to submit the required application form and sponsor letter. Upon approval of these documents, they will be welcomed into the Association on the first-come, first–served  basis. Affiliates will be given an initial term of membership of three years, they may reapply to the Board of Directors for membership and, after submitting an updated application and sponsor documents, will normally be granted a second term of membership of three years. After a total of six years in the Association, Affiliate members may reapply and be approved for additional term of three years but their application will be placed at the bottom of the wait-list should one exist, as a condition of entry.
An Affiliate member who does not use the facility for a period of six consecutive months will forfeit membership in the association. The Board, after consulting with the General Manager, will establish a cap on the number of the members of the Club. This cap shall be subject to review biannually. This cap must reflect the numbers of members who can comfortably use Club facilities without interfering with the provision of a high level of services to all Club members. The waitlist will be maintained by the General Manager and will operate on first-come first-served basis. Applicants will be accepted on the waitlist when they present the completed application form and sponsor letter. Notwithstanding the above, the Board of Directors may, in its discretion, grant immediate Affiliate membership to any qualified applicant.  

Temporary Members
– membership may be offered to any American citizen short-term visitor to Bangladesh according to the terms and conditions specified by the Board.
The Board of Directors shall establish and from time to time review a schedule of membership fees, deposits, and/or dues as may be appropriate for each class of membership together with the appropriate rules and regulations to which each applicant for membership shall agree to abide. Application for each type of membership shall be submitted to the Association for review by the General Manager in the name of the Board. Questionable applications shall be submitted to the Board as a whole for review and approval.  

Membership Privileges
The Board shall determine the privileges accorded each type of membership. The basic privileges are: Direct Hire Members shall be entitled to use all facilities and services, now and hereafter provided by the Association, subject only to such facilities or service. Direct Hire Membership is accorded all privileges and rights, including the rights to vote at all annual and special membership meetings. Associate Members shall be entitled to the same rights as the Direct Hire members, excluding the right to vote, subject to the rules and regulations by the Board of Directors for the operation of the facilities or services. Associate members shall have the right to nominate and vote for one non-voting representative to the Board of Directors. Affiliate Members shall be entitled to the same rights as Direct Hire Members, excluding the right to vote, now or hereafter provided by the Association, subject only to such rules and regulations established by the Board of Directors. Affiliate members shall have the right to nominate and vote for non-voting representative to the Association‘ s Board of Directors. Temporary Members shall be entitled to all facilities now or hereafter provided by the Association, subject only to such rules and regulations established by the Board of Directors, excluding the right to vote or hold office on the Board.  

Types of Membership

Single – Americans may join as a single member only if they do not have a spouse or dependent children residing with them. A single member may not bring their spouse or dependent children to the Club as guests unless they are only  in town temporarily and the club has been notified accordingly.

Membership Fee

Direct Hire: $30.00 per month
Associate/Affiliate: $40.00 per month

Family – A Family membership is available to Americans, their spouse and dependent children. This membership may be extended to American parents residing with the member or to American or non-American who are listed on direct-hire orders.

Membership Fees

                  Direct Hire: $60.00 per month
                  Associate/affiliate: $80.00 per month

Classifications

Regular – Member leaves security deposit and obtains a debit account with us. Member pays a monthly membership fee and is billed for expenses incurred on a monthly basis. Member enjoys full use of facilities, subject to any applicable service fees.
Out of Dhaka – a member living outside Dhaka may apply as an out-of-Dhaka member by leaving a full security deposit and obtaining a debit account with us. Monthly membership fees are half the regular fees.
Temporary – A person may issue temporary membership card for a period up to ninety (90) consecutive days. Exceptions may be made to this rule for people who visit Bangladesh a few times a year or less than 30 days at one time – these are called intermittent temporary members. Cash payment of the daily maintenance fee for the duration of the membership is collected in advance. The Temporary Member has full use of facilities within the realm of the cash card system. Intermittent Temporary Members pay in advance for the time they will be in the country. Upon returning to the country, an extension is required. Intermittent temporary members may use the Club on an intermittent basis for no more than three years. Temporary members may not be put on the waiting list for full membership. Any request to commute temporary to full membership will be reviewed by the Board. Temporary Members may not vote and may not sit on the Board.

Regardless of the type of the membership, all members must obtain a sponsor letter. In the case of intermittent Temporary Members, the sponsor letter is good for one year. Details are available In the office.

Temporary Membership Policy

Definition: ‘ Reside’ is defined to mean the location that the members intend to spend 50% or more overnight stays.

  1. Only U. S. citizens planning to reside (see definition above) within a 100-kilometer radius of the Club for three months or less are eligible for Temporary Membership. Applicants for temporary membership must present a valid return ticket with a date out of Bangladesh.
  2. A Temporary Membership will be issued for a period of no more than three months. Renewal of Temporary Membership will be at the discretion of the General Manager on a one-time basis only.
  3. Temporary membership is not subject to the ARA’ s limitations on number of members (the’ Cap’ ). However, if a Temporary Member remains beyond three months, the membership must be converted to regular membership, and will be subject to the Cap. A Temporary Member’ s name cannot be placed on the waiting list for regular membership (if one exist) until the Temporary Membership expires.
  4. Temporary Members will be charged the full membership fee. This shall be prorated for partial months, during the first (beginning) and the last (ending) months only. Temporary Members who will be in Dhaka seven (7) days or less will be charged $10.00 for single person membership and $20.00 for family.

Fees And Payments Policy

  1. Monthly membership dues are assessed in advance and payable in advance on the monthly statement presented by the 5th day of each month.
  2. Monthly charges (guest fees, meals, video tapes, etc.) are assessed at the end of the month on the monthly statement.
  3. All monthly statements are due and owing upon presentation.
  4. Any monthly statement not paid by the 15th of the month will be considered "overdue" and a "late fee" of $5.00 will be charged.
  5. Any member whose account balance remains unpaid by the 15th of the following month will be charged an additional 1.5% interest penalty on the unpaid balance. This charge will be assessed on the total balance (including late fees) each month the bill remains unpaid.
  6. Members with an unpaid balance 45 days or more overdue will be suspended from Club privileges until the balance is settled. Specifically such members will not be allowed to enter the facilities until all debts are settled.
  7. The Board may require members with a demonstrated record of payment delinquency to pay in advance.
  8. The Board will terminate club privileges for members with a demonstrated record of serious payment delinquency.
  9. The following financial fees will be imposed:
    • Returned Check $25.00
    • US$ Check drawn on a non-US bank $25.00
    • "Late" Fee $ 5.00
    • "Overdue" interest: 1.5% monthly on unpaid balance
    • Foreign Bank Charges $ at cost

Closing an Account

If a member wishes to close his/her account, he/she should inform the Accounts Office two to three days in advance. The Accounts office will then prepare the final statement and the member can settle his/her account accordingly.

Fee Reduction Policy
  1. The ARA does not allow a discount or waiver of membership fees for periods of absence from Dhaka or Bangladesh. This is because fees represent a portion of the fixed costs of operating the Club. To ensure that this policy is not circumvented, a fee will be charged to those members that resign from the ARA before a period of absence from Dhaka or Bangladesh and then rejoin the ARA upon return. The amount of the fee will equal the amount the member would have paid if s/he did not resign. No such fee will be charged to members who were officially transferred out of Dhaka or Bangladesh and then transferred back.
  2. The ARA must charge all U.S. personnel the same amount for membership and services. (See 6 FAM 535). However, the ARA will treat The Marine Corps Security Group (excluding the Detachment Commander) as a family for purposes of membership fees. (See attached fax from CR dated May 27, 1999). This means that the Marines will all split one family membership fee.
  3. Peace Corps volunteers are not U.S. government employees and, as such, do not fall within the ambit of 6 FAM 535. The ARA exempts Peace Corp volunteers from the payment of membership fees and the security deposit.
  4. Except as provided herein, the ARA will not exempt a member from paying the set deposit or fee.

Guest Policy

  1. All guests must be signed in. Members are required to escort their guests at all times. Potential new members should be escorted in order to complete membership forms.
  2. Guests under 12 must be accompanied by an adult.
  3. Members are responsible for their guests at all times. Any guest acting in an inappropriate manner may be asked to leave the Club by the General Manager (or someone acting in his/her stead) or any ARA Board member.
  4. No weapons of any kind will be permitted in the Club.
